Allegations of Psychological Pressure on Air Traffic Controllers by Istanbul Airport Administration

Istanbul, June 9, 2024 – The Air Traffic Controllers’ Union (HTK-SEN) is currently engaged in a “non-initiative work” activity from June 7-17, 2024. During this period, the union has raised concerns about psychological pressure and mobbing allegedly imposed on its members by the Istanbul Airport Directorate.

According to a statement from the union, air traffic controllers have been subjected to mental pressure, with frequent requests for explanations throughout the day, and even routine situations within normal traffic flow have been questioned, leading to unwarranted accusations. The union claims that such actions pose significant risks in the aviation sector and seriously jeopardize air navigation safety.

HTK-SEN condemns attempts to obstruct their activities, which involve merely adhering strictly to existing aviation regulations, as unacceptable. The union highlighted that “obstructing union activities” is a criminal offense under Turkish Penal Code, punishable by imprisonment. They also emphasized that such pressures endanger navigation safety and announced their intention to pursue legal action to protect their members’ rights.

The union called on authorities and the public to respect their union activities and to refrain from any pressure or mobbing against air traffic controllers.

“Bilindiği üzere Sendika Yönetim Kurulumuzca 7-17 Haziran 2024 tarihlerinde inisiyatif almadan çalışma faaliyeti kararı alınmış olup, halihazırda başarıyla icra edilmektedir. Mamafih, havacılık kurallarına ve ilgili mevzuata harfiyen uymaktan ibaret olan mezkur faaliyeti engellemek adına İstanbul Havalimanı Başmüdürlüğü’nce hava trafik kontrolörlerimize mental baskı yapıldığı, gün içerisinde defalarca telefonla izahat istendiği, trafiğin olağan akışı içerisinde gerçekleşen durumların dahi sorgulanıp, haksız ithamların yöneltildiği müşahede edilmiştir. En ufak bir hataya dahi tahammül olmayan havacılık sektöründe, hava trafik kontrolörlerimize “kurallara harfiyen uydukları için” psikolojik baskı ve mobbing yapılması asla kabul edilemez olup, seyrüsefer emniyetini de ciddi şekilde riske atmaktadır. Bununla birlikte, sendikal faaliyete engel olmak TCK’da hapis cezası öngörülen bir suç olarak tanımlanmıştır. Halihazırda “iş yavaşlatma” ve “iş bırakma” gibi yasal boyutu tartışmalı olan eylemler görmezden gelinirken, yalnızca inisiyatif almaksızın kuralları harfiyen uygulamaktan ibaret olan ve “etkisiz” olarak nitelenen bir faaliyeti engellemek adına üst düzeyde çaba sarf edilmesi ironiktir. Bu itibarla, tüm ilgilileri sendikal faaliyetimize saygı göstermeye ve seyrüsefer emniyetini riske düşürecek tutum ve davranışlardan uzak durmaya davet ediyor, aksi takdirde üyelerimizin sendikal haklarını korumak adına hukuki çerçevede gerekli her türlü adımın atılacağını vurguluyoruz. Üyelerimize ve kamuoyuna saygıyla duyurulur.”
