LOJİSTİK AKIŞTA ENGELLER AŞILMADAN İHRACAT YÖNETİLEMEZ

UTİKAD Başkanı Ayşem Ulusoy, 12 Temmuz 2023 tarihinde TÜSİAD Ulaştırma ve Lojistik Çalışma Grubu Başkanı Ali Avcı ve sektör derneklerinin başkanlarıyla bir araya geldi. Toplantıda lojistik sektörünün öncelikli gündem konuları ve TÜSİAD Ulaştırma ve Lojistik Çalışma Grubu’nun gündem maddeleri ele alındı. Toplantı, iş dünyasının güçlü iş birliği ve lojistik akıştaki engellerin aşılması gerektiği konusunda görüş birliğiyle sonuçlandı.

Çalışma Grubu toplantısı öncesinde UTİKAD Başkanı Ayşem Ulusoy, Ali Avcı’ya lojistik sektöründeki çözüm bekleyen konular ve UTİKAD’ın bu konulardaki çalışmaları hakkında bilgi verdi. Ardından TÜSİAD Ulaştırma ve Lojistik Çalışma Grubu toplantısına katılım gösteren Ayşem Ulusoy, çalışma grubunun gündem maddeleriyle ilgili görüşlerini paylaştı.

Çalışma Grubu toplantısına TÜSİAD’ın Ankara, Brüksel ve Düsseldorf temsilcileri de katıldı ve ulaştırma ve lojistik alanındaki gelişmeleri ve gündemdeki konuları aktardı.

Toplantıda deprem sonrası afet bölgesindeki ulaştırma ve lojistik faaliyetler, lojistik sektörünün sorunları, lojistik merkezlerin mevzuat eksiklikleri, demiryolu işletme sorunları, karayolu taşımacılığındaki gümrük ve kapı sorunları, liman altyapı sorunları ve e-ticaret süreçlerinde lojistik unsurlar gibi konular ele alındı.

Ayşem Ulusoy, lojistik sektörünün gündeminde Yeşil Mutabakat konusunun olduğunu ve demiryolu kullanımının artırılması ve multimodal taşımacılığın teşvik edilmesinin önemli olduğunu belirtti. Ayrıca, çevreci taşımacılığa teşvikin önemine vurgu yaparak, müşterilerin alıştıkları geleneksel yöntemleri tercih ettiğini ancak çevreci taşımacılığa teşvikin gerekliliğini ifade etti.

TÜSİAD Brüksel temsilcisi, AB’nin Türkiye konusundaki gündem maddelerini paylaşarak, Gümrük Birliği’nin güncellenmesi ve AB-TR ilişkilerinin belirlenmesi sürecinde Türkiye’nin önemli bir partner olduğunu aktardı.

AB, yeni yasa paketiyle yük taşıma sektörünün çevreye olan etkilerini azaltmayı hedeflediğini belirtti. AB Komisyonu, 2030 yılına kadar yük taşımasından kaynaklanan sera gazı üretiminin %30’unun önüne geçilmesi gerektiğini ve bu doğrultuda demiryolu taşımacılığının artırılması, sıfır emisyonlu araçların yaygınlaşması ve yeni bir sera gazı hesaplama yönteminin kullanılması gibi tedbirlerin alınacağını açıkladı.

Toplantıda ele alınan konular arasında ayrıca kombine taşımacılık kuralarının yeniden görüşülmesi ve AB-TR ilişkilerinde izlenecek yol haritasının belirlenmesi de yer aldı.

UTİKAD President Ayşem Ulusoy met with Ali Avcı, the Chairman of TÜSİAD Transportation and Logistics Working Group, and the presidents of important sector associations at a meeting hosted by TÜSİAD on July 12, 2023.

During the meeting, moderated by Ali Avcı, Chairman of TÜSİAD Transportation and Logistics Working Group, the priority agenda items of the logistics sector and the agenda items of TÜSİAD Transportation and Logistics Working Group were discussed. The meeting concluded with a consensus that strong collaboration among NGOs and the business community is essential for managing exports without overcoming obstacles in logistics flow.

Prior to the working group meeting, UTİKAD President Ayşem Ulusoy provided Ali Avcı with information about the unresolved issues in the logistics sector and UTİKAD’s efforts regarding these matters. Subsequently, Ayşem Ulusoy, who attended the TÜSİAD Transportation and Logistics Working Group meeting, conveyed her views on the agenda items of the working group.

Representatives of TÜSİAD’s Ankara, Brussels, and Düsseldorf offices participated in the working group meeting and provided updates on the developments and current issues in the transportation and logistics field.

Among the topics discussed at the working group meeting were transportation and logistics activities in the disaster area after the earthquake, current issues in the logistics sector in various modes of transportation, legal and regulatory deficiencies in logistics centers, problems in railway operations, challenges at customs and gates in road transportation, port infrastructure issues, and logistics aspects in e-commerce processes.

Ayşem Ulusoy emphasized that the Green Deal is an important agenda item in the logistics sector. She stated that in order to have an environmentally friendly transportation mode, the share of railways should be increased and the connection of ports to railways should be ensured to promote multimodal transportation, which would bring significant benefits. She also highlighted the importance of promoting environmentally friendly transportation methods, as customers tend to prefer traditional methods for direct delivery to their doors, despite efforts to encourage multimodal transportation. She emphasized the need for the public administration to take encouraging steps in this regard.

Ayşem Ulusoy mentioned that companies face significant costs in vehicle conversions under the Green Deal, and it is necessary to provide incentives and support as companies may not be able to cope with these costs.

The TÜSİAD Brussels representative shared the agenda items of the EU regarding Turkey, mentioning that the recently published Open Strategic Attitude Document by the EU addressed the updating of the Customs Union, emphasizing Turkey’s position as an important partner in the newly constructed system. They added that Turkey would also be included in the agenda of the European Parliament for determining the roadmap for EU-Turkey relations.

The EU aims to increase measures to reduce the environmental impact of the freight transport sector with its new legislative package. The new draft, which will replace the legislation in effect since 1996, includes the following:

  • The EU Commission acknowledges that 30% of greenhouse gas emissions are caused by freight transport, and additional measures are needed to address the increased carbon emissions from freight transport by 2030.
  • Measures such as increasing long-distance railway transportation, ensuring infrastructure funding for a single railway management in Europe, promoting the use of railways, and encouraging multimodal transportation are included.
  • Efforts are being made to develop technological solutions for widespread use of zero-emission vehicles.
  • A new methodology is being sought for calculating greenhouse gas data, and international validity is sought for this methodology, which will involve a different approach.
  • It was shared that the new rules for combined transportation will be reconsidered in the EU Commission in the autumn, and the prepared draft law could be enacted through negotiation processes within 1-1.5 years.
